The Ordinance regulates the sale of personal data in direct marketing, creates a new offence for disclosing personal data without consent and imposes heavier penalties. A discussion on the landmark decision of Shi Tao v Privacy Commissioner for Personal Data is also extensively discussed, among other cases.
