This book is broadly divided into two parts. Part One, entitled Modernization from the Top deals with the nature of the growth and development of the process of modernization. It is shown that ever since the colonial days, modernization has been imposed upon the common people by the political elite at the top: first the colonial British, and then the nationalist Indian.
