A total of thirteen essays published over three decades are brought together under a single cover in this book. One of the essays presents a detailed institutional framework for Local Level Planning (LLP)keeping the district at the focal point is a crucial issue need careful consideration. There is an article on 'participatory embankment maintenance' which BWDB may review for a sustainable embankment maintenance in future. Last but not the least. 'the pension' system already initiated by GOB may create a new tension, the article on 'universal pension Scheme' brought fresh thinking on the issue which suggests pension has to be linked with income tax and VAT and all pension schemes should be brought under a single pension law and to be funded under a common pension fund which may make the pension system tenable and non-discriminatory.
