This study examines which authority decides which vaccines are mandatory and which vaccines are recommended, and whether the costs of vaccinations are covered by the state. When it comes to mandatory vaccination, it is thought that the state should cover the damages resulting from vaccination based on the principle of strict liability. In constitutions, protecting the right to life is also listed among the positive obligations of states.
