The South African electricity sector is changing. An increasing number of independent power producers are involved in the generation sector and a ‘hybrid power market’ has emerged. To respond to the ongoing electricity crisis and to enhance security of supply, the legal and regulatory framework must keep pace with recent developments in the electricity supply industry, address the challenges and attract investment in a stainable manner.
