The SPPF is developed to achieve the goals set forth in the National Strategic Development Plan and the Rectangular Strategy Phase III of the Royal Government, which seek “to continue to develop and to strengthen the social protection system with concentration, consistency and effectiveness”. This strategic document reflects the reality of the social protection system development in Cambodia, identifies important challenges that the country is facing, and defines strategic goals and plans to be implemented in the short, medium and long term. Experiences from other countries, especially the neighboring ones, are taken into consideration to identify good practices and gaps.
