United States Policy towards Africa since the cold war can best be understood from the perspective of the bipolar world which post dated the second world war. The ideologization of US foreign policy conditioned its Arican policy which wavered between "vital interest" and "liberal internationalist view. These views competed for acceptance and application to the effect that African countries which set independent paths to modernization and prosperity were either denied, destabilized or neglected. It is for this reason that some scholars have argued that the United States has no policy towards Africa, while others contend that the ideologization of US foreign policy has been inimical to the progress and development of African states.
