Public awareness programmes need to be focused on the preservation of increasingly diminishing values of the public service as bribery and corruption has increased at a record level in public life. Grama Niladharis, who are positioned in Divisional Secretary Divisions across the country, are the main link between the government and the public. This is mainly due to the fact that most of the administrative circulars, statutory provisions which are directly related to the public are implemented at the level of Grama Niladharis.
