The lecture critically analyzes the interplay between state involvement, market forces and weak institutional frameworks highlighting how Tanzania’s dire economic conditions; pressing urgency for a vessel to provide services on Lake Victoria following the collapse of the East African Community, weak governance structures and lack of accountability led to the signing of a flawed “blood sucking” contract, and securing a technically faulty vessel.
