Strategically important State Owned Enterprises (SOEs) in Sri Lanka play key roles in economic development of sectors of the economy by delivering essential services such as the supply of electricity, water, transportation and other services. This book presents four in-depth case studies in the sectors of railway transport, road development, electricity and water supply and sanitation. The book demonstrates the importance of the study of accountability of relationships among key actors for understanding the underlying causes of poor performance of sample SOEs before making any recommendations for re-structuring or policy and institutional reforms to further improve productivity and financial viability.
